The thing to remember is that the pre war units bear no relationship to the AIF. The army was a efence force and was not for service overseas. The AIF was formed from volunteers for sevice overses. When the AIF was formed the units were numbered from 1 upwards. In 1917 the number system of the militia units was changed to match the AIF units drawn from that area. FOr example the 3rd Light Horse was based in Toowoomba Qld pre WWI. 11th Light Horse was drawn predominantly from that area, so it became 11th Light Horse and remained that until it was disbanded. The Change to First Light Horse came when the numbering was changed (1910 I think) and that became the number of the Central Queensland Light Horse based at Rockhampton
