No, we use it still today.

Anyone who served in the Military know that there are basic procedures carried out by a military unit. This is to standardize all the troops to one level.

SOP's cover such things as dress, equiptment and duties. As for AMMO we set a number so all know how much to carry, it would be silly for some men to show up with 10 rds and others with 1000. So by standardizing we know that all men will have 250 rds.

This helps the men, the Q store in there issue and the commanders in deploying the men if all work to one way of doing things.

You could also equate it to Drills which are standard used by all.
