What is Total Incapacity?
The oft-given decision by the Minister for Repatriation that blinded soldiers" are, not totally and permanently incapacitated is hard for an ordinary "bloke" to understand. Such understanding must be reserved to the higher intelligence of politicians or red-taped departmental officials. Because he is only sightless and not totally incapacitated, the blind digger's children are deprived of certain educational privileges. Personally, I think the loss of sight the greatest incapacity one can suffer. I believe most soldiers think the same. When the Blind Men's Association again submits the matter, as assuredly they will, the R.S.L. should be behind them to a man.
